Processing capacity: the link that decides where the value remains in the meat sector

The gap between agricultural potential and the economic performance of the meat sector is not determined by production, but by processing capacity. Romania generates raw materials, but does not consistently transform them into value-added products, and this disconnect is directly reflected in the trade deficit.

Slaughtering and processing capacities exist, but they operate unevenly. In some areas, they are underutilized due to a lack of a consistent supply of animals, while in others access is limited. This discontinuity increases logistical costs and reduces the efficiency of the supply chain.

In the pork sector, where imports cover over 60% of consumption, the issue is not only production, but also the lack of integration. Without a stable flow of raw materials, processing units cannot operate efficiently. Below a utilization threshold of 70–75%, fixed costs become dominant and undermine competitiveness.

The consequence is clear: a significant share of added value is generated outside the country, through the import of processed products. The difference between raw material and finished product remains in other economies.

For 2026, the direction is one of alignment and integration. Production, slaughtering, and processing must operate in coordination. Without this connection, increased volumes will not translate into economic growth.
